Jose A. Luque Luque
Infrastructure expert in UPCEC – European Commission
Jose A. Luque Luque holds an MSc in Civil Engineering (University of Granada, Spain) and an MBA (University of Versailles – SQY, France).
Mr. Luque currently works as a senior infrastructure expert in the Project Coordination Unit in Eastern DR Congo for the European Commission. He leads on feasibility studies, preliminary design and project conception, construction and maintenance of several infrastructures projects, such as hydropower plants, roads, hospitals, water and sanitation, civil and building construction, for the European Development Fund (EDF). Mr. Luque’s work includes programs for Virunga National Park, a world heritage site.
Mr. Luque has worked for both the private and public sector and he has contrasted experience in civil engineering projects in Spain, France and Chile. He is particularly interested in renewable energies, climate change and infrastructure in the global south. He is member of the Civil Engineering association of Spain and he has presented his work at the latest World Engineering Forum in Rome, 2017.
On his spare time Mr. Luque enjoys volunteering with local community associations for the empowerment of under privileged children and communities, particularly through leadership and sports.
